Annotation stamped on a Repository/ClusterRepository (writer: the policy
reconciler, M6) to REQUEST an on-demand catalog scan — e.g. after adopting a
delete-then-recreated repository, so its discovered snapshots materialize
immediately instead of waiting for the next spec change or (opt-in) periodic
refresh. The RFC3339 timestamp VALUE is an opaque token: honored once via
status.catalog.scanRequestHonored (equality, never a lastRefreshAt
comparison), and rate-limited via status.catalog.scanRequestAttemptAt so a
pending token against an unreachable backend cannot recreate bootstrap Jobs on
every reconcile.
