finish. Under the default concurrencyPolicy: Forbid the schedule stops
firing FOREVER while looking perfectly healthy — the concurrency gate is
doing exactly what it was asked to. The out-of-band change that clears it is
finishing the operator rollout (or deleting the wedged Snapshot), which is
squarely “needs a human”, so: Fail.
