Fail means “this will never complete until a human acts”; Warn means
“this is blocked, but the block may well be the configuration you asked
for” — so it must not, on its own, turn a diagnostic red.
Variants§
Fail
Work is wedged and cannot progress without an out-of-band change.
Warn
Work is refused, but the refusal is a plausible deliberate choice.
