quick: CronSpec

Cron + jitter for kopia maintenance run (quick = cheap index/log work).

full: CronSpec

Cron + jitter for kopia maintenance run --full (content reclamation).

timezone: Option<String>

IANA timezone both crons are evaluated in; absent means controller default.
